Every General Election is for the People's Action Party (PAP) to lose, not for the opposition to win.
Because, the majority of Singaporeans are generally content with the status quo (PAP in power) and are not voting for an overthrow of the PAP govt.
How the PAP would lose power.
1) Easiest way: make voting voluntary.
2) Lose the support of the majority of the people.
3) An opposition party rises to overwhelming significance and relevance to challenge the primacy and relevance of the PAP.

Singaporeans, on the whole, are NOT political animals. If you FORCE them to choose, they would choose the PAP, because they trust the PAP or the memory of Lee Kuan Yew, because the PAP has ALWAYS been in power and governing Singapore, and they are not sure any other party would be good for Singapore.
That said, they would choose the PAP if they were FORCED to. If voting was voluntary and polling day was a holiday, Most Singaporeans would be out of the country for a short holiday!
And they may just come back to a Singapore run by opposition parties!
Absent the "silent majority" who would vote for the PAP because they are FORCED to vote, the only other people passionate about voting would be those who want to vote the PAP out.
And vote the opposition in.
